public housing

Public housing is affordable housing that is owned by the state.  Public housing tenants pay rent that is equal to 25% of their gross income. The government department responsible for managing public housing properties is the Office of Housing.  The Office of Housing has a network of area offices around the state and each office manages properties in particular areas.  The current housing crisis in Victoria has placed excessive demands on public housing and waiting times for properties can take many years. 

In general, to be considered for Public Housing, you must:

  • not exceed the current general public housing income and asset eligibility limits
  • live in Victoria
  • not own or part own a house, unit or flat
  • have Australian citizenship or permanent residency status
  • repay any money that you still owe from a previous public housing tenancy or bond loan.

If you meet the above conditions, you will need to complete the General Public Housing Application formWhen you fill out the application form you will need to provide details about the people living with you, their income, savings and other assets.  AHAG can assist you to complete your application.

If you can show that you need housing urgently, you can apply for Early Housing. This means you will be offered housing before other applicants on the waiting list, even if they applied before you. Although you will be housed sooner, this is not emergency housing and in most cases there is still a considerable waiting time.  AHAG can assist you to submit an early housing application if you are eligible. 

Early Housing categories include:

Recurring Homelessness
If you have a history of being homeless or are at risk of long-term homelessness. If you are experiencing Recurring Homelessness you will be assisted as a top priority.

Supported Housing
If you are living in unsuitable housing and have high support needs or need major disability modifications made to your home. If you need Supported Housing, you will be assisted as a second priority.

Special Needs Housing
If your current housing is unsuitable for a variety of personal, health or family reasons. If you have Special Housing Needs you will be assisted as a third priority.
